The Ottawa-Gatineau city network members have met with the Montreal team and with the Toronto team to discuss and finalize their methodological approach. They have now developed a number of tools that will assist them with the search and retrieval of documents. They have decided to take a two-pronged approach: first they will do a broader scan of the "notion of resilience" as used by various levels of government; second, they will undertake a more in-depth analysis of "processes of resilience" that may be present in government documents by targeting ministries and departments that directly deal with issues of immigration and settlement.

By working as a team and through collaboration, they have been able to harmonize the overall approach and research instruments, while also being flexible to variations across and between different levels of government.
